Scope: This report covers the historical record of U.S. Government involvement with Unidentified Anomalous Phenomena (UAP) from 1945 to the present. Assumptions: The report assumes that UAP sightings are real and worthy of investigation. Note on "UAP" Nomenclature: The report uses the term UAP to refer to unidentified aerial phenomena. Congressional Oversight: The report notes that Congressional oversight has played a significant role in shaping UAP investigation efforts. AARO's HR2 Program of Analysis: The report describes the All-domain Anomaly Resolution Office's (AARO) Historical Record 2 (HR2) program of analysis. Project GRUDGE (Reestablishment) (October 1951–March 1952): This project was established to investigate UAP sightings. The Robertson Panel (January 1953): This panel was established to investigate UAP sightings. The Durant Report (February 1953): This report was issued by the Durant Committee to investigate UAP sightings. Project BLUE BOOK (March 1952–December 1969): This project was established to investigate UAP sightings. CIA Evaluation of UFOs (1964): This evaluation was conducted by the CIA to assess the threat posed by UAP sightings. O'Brien Committee (1964): This committee was established to investigate UAP sightings. The Condon Report (April 1968): This report was issued by the Condon Committee to investigate UAP sightings. National Academy of Sciences Assessment of the Condon Report (Late 1968): This assessment was conducted by the National Academy of Sciences to evaluate the findings of the Condon Report. Carter Administration Tasking to National Aeronautics and Space Administration (NASA) (1977): This tasking was issued by the Carter Administration to NASA to investigate UAP sightings. Roswell Investigations/Inquiries (1992-2001): This section describes the various investigations and inquiries into the Roswell incident. Advanced Aerospace Weapons System Application Program (AAWSAP) (2009–2012)/Advanced Aerospace Threat Identification Program (AATIP): This section describes the AAWSAP and AATIP programs.
