This document pertains to an assassination attempt on President George W. Bush during a visit to Tbilisi, Georgia on May 10, 2005. The attempt was made by Vladimir Arutyunian, who threw a Soviet-made RGD-5 hand grenade toward the podium where Bush was speaking. The document in question was released to Mr. John Greenewald, Jr. of The Black Vault through a Freedom of Information Act request, case number F2017-13192. The Department of State withheld certain information from the document, citing exemptions under 5 USC 552 (b)(6), (b)(7)(C), and (b)(7)(E). The document itself is a letter from the Bureau of Diplomatic Security to Mr. Greenewald, informing him that the Department of State has withheld portions of the document. The letter explains that the withheld information pertains to the internal personnel rules and practices of an agency, as well as law enforcement purposes. The withheld information includes:
* Information related to the internal personnel rules and practices of an agency
* Records or information compiled for law enforcement purposes, including techniques and procedures for law enforcement investigations or prosecutions

The letter also includes an explanation of exemptions under 5 USC 552 (b) and 552a (PA), which pertain to the disclosure of information and records. Exemptions under 5 USC 552 (b) include:

Exemptions under 5 USC 552a (PA) include:
* No agency shall disclose any record which is contained in a system of records by any means of communication to any person, or to another agency, except pursuant to a written request by, or with the prior written consent of, the individual to whom the record pertains
* Information compiled in reasonable anticipation of a civil action proceeding
