CENTCOM records 2010-2011, released through The Black Vault's Freedom of Information Act (FOIA) collection, are now publicly available. These documents, totaling 389 pages, were declassified in response to a FOIA request from Mr. John Greenewald, Jr. in 2013. The documents were released through The Black Vault's entry on documents2.theblackvault.com, with a canonical PDF available at documents2.theblackvault.com/documents/foia/CENTCOM-2010-2011.pdf. This is in response to your Freedom of Information Act (FOIA) request for a copy of the FOIA case logs for 2010 and 2011. A thorough and good faith search was conducted, and four responsive documents were located. After reviewing the information, I am partially releasing the documents. The withheld information is exempt from release pursuant to 5 U.S.C. § 552 (b)(3), as it relates to 10 U.S.C. § 130b personnel in overseas, sensitive or routinely deployable units; and, (b)(6) personal privacy interest. Accordingly, in my capacity as the Initial Denial Authority, by withholding this information, I am partially denying your request. There are no fees for processing this request since chargeable costs fell below $15. If you are not satisfied with this action, you may appeal to the appellate authority, the Director of Administration and Management, Office of the Secretary of Defense. To submit your appeal, please write directly to the Defense Freedom of Information Policy Office, Attn: Mr. James Hogan, 1155 Defense Pentagon, Washington D.C. 20301-1155. Please postmark your appeal within 60 calendar days from the date of this letter, cite USCENTCOM case# 12-0389, and clearly mark "Freedom of Information Act Appeal" on your appeal letter. The documents released include: - FY 2010 Open FOIA Case Log - FY 2010 Closed FOIA Case Log - FY 2011 Open FOIA Case Log - FY 2011 Closed FOIA Case Log Some of the FOIA requests included in these logs are: - A request from Bruce Rolfsen of Air Force Times for records related to a friendly fire incident in Afghanistan in 2003 - A request from Randy Herschaft of the Associated Press for records related to Iraqis killed during the Iraq War - A request from Harry Schute for a copy of the Civil-Military Operations Annex (Annex G) of the Joint Special Operations Task Force North (JSOTF-N) OPLAN 1003 - A request from Walter Davis for a list of countries making up the Coalition of Allies and the number of personnel of record These documents provide insight into the FOIA requests and responses received by CENTCOM in 2010 and 2011.
