The report was requested under the Freedom of Information Act (FOIA) on October 23, 2008, and was partially released to the requester. The Defense Intelligence Agency (DIA) withheld information due to its classification as TOP SECRET, SECRET, and CONFIDENTIAL, citing Executive Order 13526 and Title 5 U.S. Code 552 (b)(1). The report, dated February 1972, assesses the biological warfare capabilities of NATO countries and France. The document is redacted in several places, with the withheld information marked as TOP SECRET, SECRET, and CONFIDENTIAL. From the report: "Defense Intelligence Agency report, Biological Warfare Capabilities-NATO Countries and France, February 1972. Coordination has been completed with another element of our command and other government agencies and records returned to this office for our review and direct response to you." The report then explains the reasons for withholding certain information: "We have completed a mandatory declassification review in accordance with Executive Order (EO) 13526. As a result of our review, information has been sanitized and 4 pages have been withheld in their entirety as the information is currently and properly classified TOP SECRET, SECRET and CONFIDENTIAL according to Sections 1.2(a)(1), 1.2(a)(2), 1.2(a)(3) and 1.4(c) of EO 13526." The report concludes: "You have the right to appeal this decision to the Secretary of the Army. Your appeal must be postmarked no later than 60 calendar days from the date of this letter." This is what the public record looks like at its most ordinary. Storyflo.com, https://documents.theblackvault.com/documents/biological/assessments/DIAbwcNATOfrance_1972-001.pdf
