PURPOSE This Directive incorporates the essential provisions of reference ( a ) and outlines responsibilities and functions , reference ( b ) , that are relative to appropriate security measures and procedures to counter the threat posed to U.S. defense and other sensitive facilities from overflights of U.S. airspace by foreign civil aircraft . B. APPLICABILITY AND SCOPE 1 . ( U ) This Directive applies to the Office of the Secretary of Defense ( OSD ) , the Military Departments , the Organization of the Joint Chiefs of Staff ( OJCS ) , the Unified and Specified Commands ( through the Joint Chiefs of Staff) , and the Defense Agencies , ( hereafter referred to collectively as " DoD Com ponents " ) . 2 . ( U ) This program includes coordination by OSD of DoD positions in the development of national policy , implementation by the executive agent of procedures under which the U.S. Government deals with flights of foreign civil aircraft , and the undertaking of passive actions by DOD Components and , when involved in classified contracts , DoD contractors . C. POLICY . It is the policy of the Department of Defense to take all feasible steps to reduce the vulnerability and the exploitation of the vulnerability of sensitive Defense activities from the threat posed by access to U.S. airspace by foreign civil aircraft . D. AUTHORITIES AND RESPONSIBILITIES 1 . ( U ) The Deputy Under Secretary of Defense for Policy shall be respon sible for coordination of DoD positions in the development of national policy CLASITI DI NODD 07 Declassify on ADR 20.0-0536 CONFIDENTIAL DECLASSIFIED IN FULL Authority : E0 13526 Chief, Records & Declass Div, WHS Date : DEC 1 5 2020 CONFIDENTIAL under the Foreign Aircraft Overflight Security Program . He or she shall appoint the DoD member for Policy on the Overflight Security Committee established by reference ( b ) . 2. ( U ) The Secretary of the Air Force as the DoD executive agent for the Foreign Aircraft Overflight Security Program shall : a . (U ) Appoint an Air Force staff member to act as the DoD member for Operations on the Overflight Security Committee to handle matters arising from administration of the program pursuant to the following guidelines : ( 1 ) Act as the point of contact with Federal Aviation Administration ( FAA ) officials for matters relating to overflights of foreign civil aircraft in V.S. airspace , including the determination , in coordination with concerned DoD Components , of recommended specific routing of such aircraft . ( 2 ) ( U ) Notify concerned DOD Components of approved flight routes and schedules of foreign civil aircraft . ( 3 ) ( U ) Coordinate notification procedures between the FAA , the Aerospace Defense Command , and other DoD operational commands , as appropriate.
