COLD OPEN: This is a declassified batch of Navy emails, released in 2025, detailing UAP coordination and Five Eyes briefings. PROVENANCE: The document was released on June 3, 2025, as part of a FOIA request (DON-NAVY-2022-003198). The Navy's FOIA/PA Program Office, led by Director R. Strong, handled the request. THE DOCUMENT: Dear Mr. Greenewald, This is a response to your original Freedom of Information Act request dated January 7, 2022. Your request was received in our office on the same day and assigned tracking number DON-NAVY-2022-003198. You requested a copy of records, electronic or otherwise, of all emails sent to and/or from Yasir Qureshi, Program Manager at US Navy, Springfield, Virginia, which contain the keywords/phrases: UNIDENTIFIED AERIAL and/or UAP and/or UAPTF and/or UFO and/or UNIDENTIFIED FLYING OBJECT And/or AOIMSG and/or AERIAL OBJECT. To locate potentially responsive records, this office contacted The Deputy Chief of Naval Operations for Information Warfare (OPNAV N2/N6) to conduct a search for applicable records. The OPNAV N2/N6 conducted a search of their electronic files and advised this office that after the completion of the search, their office located one (1) responsive document of 17 pages. Please be advised after the coordination and review of the responsive documents, it was determined that portions of these documents are exempt from disclosure under FOIA 5 U.S.C. § 552. • 5 U.S.C. §552 (b) (6) information that, if disclosed, would invade another individual's personal privacy. • 5 U.S.C. §552 (b)(3), which applies to information exempt from disclosure by statute; specifically, the National Security Act of 1947, as amended: o Section 102A(m), as amended, 50 U.S.C. §3024(m), which protects the names and identifying information of ODNI personnel • 5 U.S.C. §552 (b) (5), the deliberative process privilege. This privilege has consistently been held to (1) encourage open, frank discussions on matters of policy between subordinates and superiors, (2) protect against premature disclosure of proposed policies before they are adopted, and (3) protect against public confusion that might result from disclosure of reasons and rationales that were not in fact ultimately the ground of the agency's action. If the redacted information were to be released, it would reveal agency's employees' internal pre-decisional deliberations about application of the FOIA exemptions and redactions in an active FOIA case that was not finalized at the time of the discussions.
