The enclosed USMC General Administration Message (GENADMIN), dated December 8, 2023, was determined to be releasable, although some information has been redacted. Specifically, individuals' names and information that might tend to identify them have been withheld pursuant to FOIA exemptions (b)(6) and (b)(7)(C). The GENADMIN, marked as unclassified, is a message from the Commandant of the Marine Corps (CMC) to various Marine Corps commands and offices. It provides guidance for special incident reporting on unidentified anomalous phenomena (UAP) while incorporating the requirements of references (A) through (F). The message requires an OPREP-3 SIR for any UAP incident, regardless of mission impacts, engagement, or if determined unsafe by the commanding officer. The Marine Corps has categorized The Black Vault as a "media requester" for the purpose of assessing FOIA processing fees. As such, they are entitled to 100 pages of duplication free of charge, but are responsible for the payment of any fees beyond that.
