The following is the text of Enclosure A, State Event of Functions of All Interdepartmental Board. The Board. In the initial stages of war, or if activated earlier than D‑Day, this Board, under the provisions of N S C seven four, shall act as the executive agent of the Secretary of State to: 1. Formulate national psychological warfare policy, plans, and directives for dissemination to those departments and agencies of the government responsible for the execution of psychological warfare measures. 2. Coordinate national psychological warfare plans and directives with appropriate plans and directives for: a. All major aspects of national strategy; b. Psychological warfare activities of our Allies; c. Censorship; d. Domestic information; e. Covert psychological warfare. 3. Assess the effectiveness of the worldwide conduct of United States, Allied, and enemy psychological warfare. 4. Perform such other functions and duties relating to psychological warfare as the Secretary of State may from time to time determine. In the subsequent stages of war the Board, constituted as an independent organization and designated the National Psychological Warfare Board, under the provisions of N S C seven four, should act as the national agency to perform the functions enumerated under subparagraphs one, two, and three above. In addition thereto, it should: 1. Arrange for such centralized services and operations as may be required at the national level. 2. Perform such other functions and duties relating to psychological warfare as the President may from time to time determine. Executive Secretary. The Executive Secretary shall: 1. Supervise the administrative activities of the Board, including general administration, personnel matters and office management. 2. Maintain a central record file and a reference library. 3. Maintain on a current basis the historical record of the Board. 4. Provide for fiscal, legal, public and congressional relations services. 5. Arrange for budgetary and legislative assistance. 6. Provide for internal security. 7. Coordinate arrangements for transition into the National Psychological Warfare Board. (See footnote.)…
