What did the declassified documents reveal?

You are listening to Declassified. Today, we examine a declassified Central Intelligence Agency intelligence memorandum from July twenty-seventh, nineteen-fifty, regarding Chinese Communist and Chinese Nationalist Intentions and Capabilities with Respect to Taiwan. This document is notable for its assessment of Communist China's capacity to invade Taiwan shortly after the Korean War began, and can be found at documents2.theblackvault.com. This intelligence memorandum, number three-one-two, was declassified by the C.I.A. on February twenty-sixth, nineteen-ninety-eight, under the authority of A.A.R.O. Section three, subsection four, as indicated by a declassification marking on the document itself. The document opens with a note stating, "This estimate is made without reference to the employment of U.S. forces in the defense of Taiwan." It then presents its conclusions: One. Although the long-range intention of the Chinese Communists to capture Taiwan is established, there is not sufficient intelligence at this time to predict when the Communists may decide to launch an invasion. Two. However, aside from considerations of the effect of U.S. intervention, it is estimated that Chinese Communist forces are capable of establishing control over Taiwan. Three. The possibility that the Chinese Communists may launch an early assault on Taiwan, despite the presence of U.S. forces in the area, cannot be ruled out. A subsequent note adds: "The intelligence organizations of the Departments of State and [redacted] concurred in this memorandum; for dissents by the intelligence organizations of the Departments of the Navy and the Air Force, see Enclosures A and B, respectively. The official comment of The Department of the Army has not been received." The memorandum then elaborates on the concept of a Chinese Communist assault on Taiwan: "A Chinese Communist assault on Taiwan probably would entail the assembly of a comparatively small force of highly-trained and well-armed commando-type troops, embarking in modern high-powered landing craft and assigned the mission of securing one or more initial beach heads on the coast of Taiwan. The main body of Communist attacking forces would follow the initial assault echelons and would be embarked in other than standard assault craft from any areas in addition to those on the coast of Fukien immediately opposite Taiwan. Conceivably, upwards of a hundred embarkation points from Swatow to Hangchow Bay, wherein concentrations of several thousand junks have been reported, might be utilized. A conventional motor-powered waterlift, with other available motor-powered craft, may well be launched from the Shanghai-Hangchow Bay area. Numerous usable landing beaches are available all along the west coast of Taiwan." It continues: "In addition, a well-trained although relatively small group of saboteurs, previously landed on Taiwan, may be utilized. A short time before H-hour such a group would be expected to contribute considerably…
