The French and Italians have reacted rather unfavorably to the suggestion that they relay either BBC or VOA broadcasts. The Italians, however, have agreed to broadcast to the Soviet Union between zero three one five and zero eight four five Greenwich Mean Time, and a ministerial decision in France may lead to independent broadcasts from there.” The next section records a French diplomatic assessment of Western European defense commitments: “An interesting expression of French sentiment bearing on the question of Western European defense is reported in a State Department dispatch from Paris. Conferring with American officials, Prime Minister René Pleven said that the French people feel that they would not again be willing to support the major share of a land‑war effort in Europe unless they are assured of massive support from their allies upon the outbreak of hostilities. Such support, Pleven said, could not be insured merely through coordination of separate national defense efforts. The French therefore take the view that an effective defense effort can be achieved only under a common program administered by a common defense authority. Pleven pointed out that the Soviet military effort, even if it were not greater than the combined total of the Western powers, would be concentrated under a single authority, making it possible for the USSR to create and maintain an effective military establishment…
