What did the declassified documents reveal?

Declassified. Today, we delve into a declassified C-I-A record concerning the likelihood of an intensification of Communist attack against French Indochina, a top-secret memorandum dated August seventeenth, nineteen-fifty. This document offers an early, high-level assessment of Communist intentions in Southeast Asia during the critical period following the outbreak of the Korean War. You can find this document at archive.org, within The Black Vault's entry for U.S. Intelligence on China, reference C-I-zero-zero-four-five-three. This document was released under the Freedom of Information Act, though no specific F-O-I-A case number is immediately available in the public record. Its declassification authority and release date align with standard agency procedures for records of this age. The document begins: MEMORANDUM FOR RECORD PROBLEM: 1. To prepare an estimate of the situation in Indo-China with particular reference to factors of any nature which would facilitate or hamper early and intensified action in this region by Communist forces. Even with the withdrawal of these troops, Communist strength in South China, approximately one hundred thousand, would still provide ample capability for an attack against the French and Vietnam forces if such is contemplated. 3. No significant build-up of air strength in South China has been reported. Construction work on airfields around Canton has been reported, as well as the arrival of some Chinese Communist maintenance personnel with Soviet supervisors. An unconfirmed report has been received of the construction of a flight strip near the Kwangsi-Tonkin border at Winghing and the rehabilitation of another strip at Poseh, approximately fifty miles from the border. Three airfields on Hainan Island are being improved by construction gangs. This may indicate preparations for future operations against Indo-China or merely the strengthening of Communist air defenses. No target dates for completion have been reported. 4. Viet Minh forces are reportedly being trained at Wenshan and Chennankuan in South China near the Tonking-Kwangsi border. Reports indicate that these forces have been receiving relatively large amounts of military supplies and light arms from Communists in China. 5. There have been reports of Soviet advisors in South China and on Hainan Island. 6. Unconfirmed reports indicate that two Chinese Communist divisions may be in the process of infiltrating Indo-China for possible integration into Ho’s forces. An agreement has been reported which provides that Vietnamese and Chinese troops will wear the uniform of the…
