What did the declassified documents reveal?

Welcome to Declassified. Today, we delve into a declassified C-I-A record concerning Chinese military movements, dated September twelfth, nineteen-fifty. This document offers insight into early intelligence assessments during the Korean War and is accessible via The Black Vault at archive.org. This document, labeled C-I-O-O-four-seven-nine, was released to the public under the Freedom of Information Act. Its declassification authority was A-A-R-O, the Assassination Records Review Board, and it was released on June twenty-seventh, two thousand and one, as part of a collection of C-I-A materials related to U-S intelligence on China. The original source document can be found at archive.org. The document is a cable from The Hague, dated September twelfth, nineteen-fifty, addressed to the Secretary of State. It reports intelligence received from the Netherlands Foreign Office, originating from its Consuls in Hong Kong, Canton, and the Charge in Peking. The Netherlands Foreign Office officials indicate that reports concerning Chinese troop movements are not yet verifiable and originate from Nationalist sources in Taipei and Hong Kong. They describe these reports as conflicting and confusing, leading them to conclude they may have been "planted" for U-S consumption. As an example of their conflicting natures, the document notes reports of twenty thousand troops moving northward, and over fifty thousand moving south in the direction of the Indochina border. The Peking Charge has provided absolutely no reports confirming these troop movements towards the Manchurian-Korean border. The Peking Charge also reports a recent meeting between representatives of the C-P-G, the Chinese Communist Party Government, and private Chinese export interests, concluding that, except for the export of certain strategic materials, exports will be placed in the hands of private enterprise. The Netherlands Foreign Office comments that this may be a purely temporary measure. Apparently, the Charge, who is on friendly terms with the Indian Ambassador, was informed by the latter of recent talks regarding the Korean conflict. The conditions discussed were: first, that the Chiang regime make no moves to regain former position of power; second, that the outcome of the forthcoming U-N session prove successful; and third, that the C-P-G be admitted. Ambassador Panikkar, the Netherlands Charge, and the Netherlands Foreign Office all view the future darkly if the C-P-G is not admitted, arguing that the U-S-S-R will capitalize on its championship of the Chinese people and their government, while the U-S-A refuses even to recognize the representative Chinese government. No mention was made of previously reported anti-Western attitudes. No mention of any demand appeared in the controlled Peking press about an indirect offer from Madame Sun Yat Sen to Nehru to come to Peking, which was declined. From Hong Kong and Canton, reports continue to be received concerning C-P-G willingness to…
