What did the declassified documents reveal?

HEADQUARTERS FAR EAST AIR FORCES, memorandum dated December fourteenth, nineteen‑fifty, on the location and potential of the Chinese Communist Forces in Korea, is a declassified intelligence briefing that provides early United States assessment of Chinese involvement in the Korean War. The document is notable because it records the first detailed estimates of Chinese troop strength, movements, and strategic intent as the conflict entered its most critical phase. This record is hosted by The Black Vault, a public‑domain archive of United States intelligence documents. The memorandum was released to the public through a Freedom of Information Act request filed with the Central Intelligence Agency. The declassification authority is the CIA’s Office of Information Management, and the material was made available on the archive site at archive.org on the date of upload. The full text can be accessed at the Black Vault entry for “US Intelligence on China CI00615,” located at archive.org/download/us‑china‑intel‑CI00615/CI00615djvu.txt. The first contact with CCF forces was made on October twenty‑eighth, where a Chinese prisoner of war identified his unit as the one‑hundred‑nineteenth CCF Division. c. Information from Chinese prisoners of war and other sources has served to identify nine armies or corps composed of twenty‑three divisions, totaling over two hundred seventy‑six thousand troops. In addition, five hundred twenty thousand CCF troops are in immediate reserve in Manchuria, and two hundred ninety‑three thousand are en route to Manchuria. d. Recent indications of CCF intentions, gathered from a variety of sources, include: 1. Propaganda. A continuing barrage of propaganda from both Moscow and Peiping maintains an ever‑rising crescendo of harsh declarations of hatred for the American aggressors. The most common theme is “annihilate United Nations forces in Korea.” A typical Chinese language broadcast, received on December ten, reads in part: “Kim Il‑sung, Supreme Commander of the North Korean Army, in an address entitled ‘Statement on the Liberation of Pyongyang to all Korean People,’ declared that the North Korean forces aided by the Chinese People’s Volunteer Corps have liberated almost all areas north of the thirty‑eight parallel and some cities and towns of…
