Subject: Situation in Hong Kong. There are growing indications that the Chinese Communists are making preparations for military activity against Hong Kong. This, coupled with recent changes in the world situation, has caused British authorities to become increasingly disturbed over the security of the colony. They have informed the United States Consul General, on a top‑secret level, of their plans for the evacuation of Europeans and of Asians of British citizenship from Hong Kong under emergency and siege conditions. Domestic security is particularly vulnerable to Communist attack. The regular police force is composed of less than three thousand men, largely Chinese, whose loyalty would be questionable in the event of Communist attack. Efforts to augment this force with special police for emergency duty have been seriously retarded by wholesale attempts of leftists to join this force, though the Communists to date have not used strikes to cripple economic activity in the colony. It is estimated that as a result of military pressure on the southern borders, they could gain control of virtually all labor groups in Hong Kong. Several reports have indicated that definite action is being taken by the Chinese Communists to gain control of internal colony functions. These recent reports, although generally unconfirmed, emphasize the following points: A group of twenty thousand Chinese Communist “fifth columnists” in Hong Kong have been armed with pistols, grenades and bombs. On one December the Chinese Communists began organizing the Hong Kong dockyard coolies. Local villages in the New Territories are controlled by Communist cadres. Most of Hong Kong’s labor unions have come under Chinese Communist control. Prior to twenty‑five December, nineteen fifty, the political commission of the Chinese Fourth Field Army and the Kwangtung government arrived in Hong Kong to instruct agents. Outside of Hong Kong, numerous field reports have indicated a build‑up of Chinese Communist military activity in the area surrounding Hong Kong. These reports, in general, emphasize the following: A large‑scale improvement of air facilities in the Canton area; troop reinforcement along the Canton‑Kowloon rail line; movement of thirty thousand Chinese Communist troops from the western coast of Canton to…
