TOP SECRET HEADQUARTERS FAR EAST AIR FORCES Commanding General, Far East Air Forces APO 925 Date: March thirtieth, nineteen fifty‑one Major General C. P. Cabell Director of Intelligence, Headquarters United States Air Force Washington, District of Columbia Dear Pearre: The enclosed memorandum may be of interest to you as to our current thinking on the situation in Korea. As indicated in General Stratemeyer’s endorsement, it was incorporated in a memorandum to the Commander‑in‑Chief, which went forward over his signature last evening. I have been getting quite a few messages from your working people but had not heard from you for some time until your message to General Stratemeyer came in yesterday afternoon concerning target material in China. I am now trying to untangle myself from the several yards of teletype paper which it covered. Hope that we can take advantage of the opportunity to increase our knowledge of this area. We have received reports of a steady build‑up of personnel and material resources for Communist forces. The current assessment is that the activity appears primarily defensive in nature at this stage. The commander‑in‑chief’s concept of a possible offensive is being considered in light of the latest intelligence. From the standpoint of air operations, the enemy’s efforts seem to be primarily limited to sporadic attacks against ground objectives. Every condition is favorable to the employment of air attacks against ground objectives except the security of air bases, which is not sufficient to make these attacks profitable. In general, the approach to Seoul appears vulnerable to attack from the north. The total number of aircraft believed to be available to the Chinese and North Korean forces is estimated at seven hundred fifty, including seventy‑five transport aircraft similar
