These officers should be given the task of inquiring into the potentialities of a Chinese resistance movement in all of its aspects, and be charged with the definite function of establishing liaisons with 'third force' elements or groups and performing the practical work of channeling and directing official U.S. relationships with such movements. These officers and their function should be made known to the principal officers of the Far Eastern posts; they should be located in the Far East, but they should not be tied down to any particular spot or office. Although working as a team and occasionally conferring with each other, the officers would not ordinarily work at one place together. Because optimum coordination within these field task forces would be desirable, the several Foreign Service officers assigned the task should preferably be well known to and congenial to each other. They would be subordinate, and report back, to the concerned division in the Department, and their work would be coordinated, their reports collated and their general directives come from the Department. They should be given a large amount of discretion in respect to the performance of their task, with a certain amount of field authority in their loose relationship with each other stemming from the center officer of the group. It is recommended further that those officers have no staffs of their own in the field and have no permanent offices, whether inside or out of American Foreign Service…
