It is available on The Black Vault at documents2.theblackvault.com. This document, identified as IR-thirty-eight-fifty-two, was declassified under the Freedom of Information Act without an explicit case number. It was released by the United States Air Force and made public via The Black Vault’s archive. The report, signed by Lieutenant Colonel Albert L. Betz, United States Air Force, as Acting Air Attache, carries the initial classification of TOP SECRET, later marked as SECRET. The summary states: "The Chinese Nationalist Air Force has not been able to accomplish photography of Hainan Island requested by this office as a result of Specific Requests I-T-eight-three-four and A-fifty-twenty. Shortage of equipment has been the limiting factor in photographic reconnaissance of the C-A-F. However, the photographic reconnaissance potential will be greatly increased with the arrival of M-A-A-G equipment." The report continues: "The very good and very recent photography of Hainan Island and its facilities now available in Headquarters F-E-A-F is much better and more recent than any now available to this office." The document concludes with a standard warning: "THIS DOCUMENT CONTAINS INFORMATION AFFECTING THE NATIONAL DEFENSE OF THE UNITED STATES WITHIN THE MEANING OF THE ESPIONAGE ACT, fifty U.S.C. – thirty-one AND thirty-two, AS AMENDED.
