The document, titled NSC Briefing, October nineteen-fifty-four, the Communist Threat to Formosa, states: I. Stated U.S. intention to defend Formosa has almost certainly been the largest factor in Communist failure to assault island to date. A. Ever since island's "neutralization" in June nineteen-fifty, Peiping has failed to repeat earlier promises of "liberation" of Formosa by specific deadline. B. Although promises of "liberation" intensified in recent months, propaganda continues to suggest further preparations necessary. II. Failure of Sino-Soviet communique (October twenty-first) to mention "liberation" of Formosa has led to some speculation that Peiping tried but failed to get Soviet commitment of military support. However, no solid evidence on this point. A. In any case, we believe Moscow and Peiping now in agreement to postpone military operation, pending astute diplomatic maneuvers. B. Such maneuvers would try to force U.S. withdrawal from Formosa or, at least, to completely isolate U.S. as sole support of Nationalists. Communists may be ready to try direct military operations by spring of next year. III. [four lines redacted under exemption B1] A. Peiping has estimated eight armies — four hundred fifty thousand troops — for Formosa assault. Already about four hundred seventy-five thousand Communist troops between Shanghai and Canton. Nationalists, in contrast, have about three hundred fifty-five thousand effectives. B. Communist air strength — already far superior to Nationalist — now includes about seven hundred fifty jet fighters, one hundred fifty jet bombers. By next spring, probably nine hundred fifty jet fighters, one hundred seventy-five jet bombers. C. Communist navy is weak at present. Almost sure to be strengthened by spring. Peiping already has two long-range Soviet subs, one medium-range [redacted] cruiser (Chungking), now at Dairen, may be operational by spring nineteen-fifty-five. D. To airlift forces for Formosa invasion next spring, Communists would still have to depend largely on thousands of fishing junks always available along East China coast. V.
