Park Armstrong, subject: "Possible Communist Motivation in Publicizing the 'Spy' Cases." Quote: We have been attempting to gather together all the available information that might explain why the Chinese Communists chose to publicize the trial and sentencing of the thirteen Americans. While there continues to be large areas of doubt, our analysis indicates that the Chinese Communists certainly regard these trials as useful documentation of their charges of U.S. aggression, that they are not isolated cases, and that they hope through these trials to discourage psychological warfare activities in the China area. The principal area of uncertainty is whether the announcement of the trials was deliberately timed to heighten tension between Peiping and the U.S. or whether the Chinese Communists viewed the trials as an essentially routine exploitation of Americans held in China. The evidence at hand could support either alternative and this fact, I think, may be of some significance. The attached report, titled "Chinese Communist Motivation in Publicizing the U.S. 'Spy' Cases," further elaborates: On November twenty-third, nineteen fifty-four, the Chinese Communists in Peiping published the indictments and sentences in the trials on espionage charges of eleven American airmen, two American civilians, and the Chinese accomplices of the latter. The eleven airmen, survivors of a B-twenty-nine shot down on January twelfth, nineteen fifty-three near the Manchurian border, were charged with "sneaking" into the territory of China to engage in “espionage and reconnaissance activities" on behalf of the Central Intelligence Agency. The two civilians, passengers in a C-seven Civil Air Transport plane lost on November twenty-ninth, nineteen fifty-two, were charged with being “special agents" of the Central Intelligence Agency engaged in organizing and airdropping teams of agents into China, one of whom they were allegedly trying to contact when captured. Information now at hand leads to the conclusions that the Chinese Communists regard these trials as useful documentation of their charges of U.S. aggression, that they do not regard them as isolated cases, and that they hope through the trials to discourage psychological warfare activities in the China area.
