The document is a top-secret telegram, control one four five one three, received on April twenty-seventh, nineteen-fifty-five, from Taipei. It is addressed to the Secretary of State, Bureau of Far Eastern Affairs, and designated as NIACT, indicating immediate action. The cable, numbered seven hundred sixty-five, states: "Foreign Office delivered note today agreeing to stationing in Taiwan of Flight B, Twenty-ninth Radio Squadron Mobile, U-S-A-F, totaling four hundred twenty-six personnel, including group presently in Taiwan, with forty-three vehicles and equipment. Permission granted on provisional basis pending execution of formal agreement. During interim, personnel this unit will be accorded same privileges, exemptions and immunities as are granted members M-A-A-G." The cable continues: "Foreign Ministry again urged conclusion formal agreement at early date and is exhibiting increasing dissatisfaction with these 'collateral arrangements' covering various U-S units stationed here. Embassy believes showdown on question of comprehensive status of forces agreement inevitable in near future. Ministry requests early advance notification of E-T-A any personnel this unit."
