Storrs, Chief of Staff to the Commander in Chief, Pacific and Lieutenant General YU Pak-chuen, Deputy Chief of General Staff, MND. Four separate committees each consisting of from ten to thirty American officers from M-A-A-G, Seventh Fleet, C-I-N-C-P-A-C, F-E-C, A-F-F-E, U-S-A-R-P-A-C and Fifth Air Force and an equal number of Chinese officers from MND and the Headquarters of the three services participated in the detailed planning and deliberations." The document then lists the chairmen for the committees on Plans, Operations, Logistics, and Communications. It continues: "A comprehensive report of the conference was prepared and submitted to C-I-N-C-P-A-C for concurrence and forwarding to Washington for final approval.
