The attached G-Two Special Briefing on the Communist air build-up in East China concludes that when present construction and stockpiling is completed and if there is no U-S intervention, the Communists will have the following capabilities: One, denying effective air reconnaissance of the mainland to the Chinese Nationalists. Two, protecting coastal shipping into the East China ports, shipping which at present is subject to occasional attack by Nationalist aircraft. Three, establishing practical control of the air space over the Taiwan, Formosa, Strait, thereby rendering Nationalist occupation of the Chinmens and Matsus untenable. And, Four, subjecting Taiwan to a prolonged air siege. The estimate that the Communists will be able to render the offshore islands untenable through control of the airspace over the Taiwan Strait may reflect a shift in G-Two thinking. In previous C-I-A working group meetings, G-Two has generally taken the line that air, naval, and artillery action cannot make the islands untenable, although it could make continued Nationalist occupation hazardous and costly. Since this is a subject of some importance to the Department and since the D-I-B does not represent a final G-Two judgment, a review by the military intelligence agencies might be in order, initiated either by a formal request from R to the military or O-N-E, or informally by D-R-F through T-A-N.
