When an estimate is disseminated to an agency for a period in excess of one year, at the expiration of this period, the estimate should either be destroyed, returned to the forwarding agency, or permission requested of the forwarding agency to retain it in archive. The Problem: To estimate: A, the political, economic, and military strengths and weaknesses of Communist China. B, Sino-Soviet relations. And C, Chinese Communist courses of action through nineteen sixty. One. The past two years have seen Communist China's national power, prestige, and influence grow steadily, so that in many respects its strength has reached or surpassed previous peaks. As a result of its achievements and growing power, Communist China's prestige and influence in Asia have greatly increased. Two. The Chinese Communist regime is a unified and effectively controlled totalitarian state which is determined to transform China's predominantly agricultural economy into an industrialized Soviet-style state. To this end it has scheduled large investments over the next few years and, to mobilize resources for the program, has taken measures to restrain [four lines redacted under exemption B one] and to step up its control over the population.
