Subject: Delaying Order to Discontinue Army Security Agency Detachment's Operations near Taiwan. The telegram states, "Embassy has learned informally that 253rd Army Security Agency Detachment located vicinity Taipei engaged in electronics counter-measures activities has been directed discontinue operations soon as practicable after July first, nineteen-fifty-eight. In addition reports indicate unit already commencing to remove and ship some equipment and personnel." The telegram continues, "Operation will continue until July first, however full training for Chinese and a reduced, [four lines redacted under exemption B1] of the several Security Agency units located vicinity Linkou near Taipei only 253rd electronics countermeasures unit is covered under that agreement. The 253rd has been by U.S.-G.R.C. agreement, providing training for G.R.C. personnel and some product from the [one line redacted under exemption B1] it has been given Chinese. This participation by G.R.C. has been [one line redacted under exemption B1] useful quid pro quo in past U.S.-G.R.C. discussions and negotiations in Taiwan, permanent Collins scatterwave project and U.S. forces negotiation. Embassy is of opinion that discontinuance of 253rd activities and notification to G.R.C. should be delayed." The document concludes, "It is understood that directive to 253rd indicates possibility that E-L-I-N-T unless unclassified reproduction from this record copy [one line redacted under exemption B1] presence and operation United States military activities. This connection attention is invited to negotiating [one line redacted under exemption B1] Story Linkou annex to military facilities agreement which [one line redacted under exemption B1] part Status of Forces Agreement under discussion for some time. In view current activity negotiations toward agreement for upcoming resumption status [one line redacted under exemption B1] That E-L-I-N-T training for Chinese on Taiwan may be continued other further Embassy recommendation is that United States should be able to inform G.R.C. whether or not United States will provide E-L-I-N-T training in future when notice discontinuance of 253rd is given. Action by Embassy to inform Foreign Ministry and action by T-D-C to inform Ministry of National Defense being deferred until receipt…
