This record was declassified on July fourteenth, two-thousand-three. The document is an outgoing joint State-Defense message, sent to the American Embassy in Taipei, with repeat information to U-S-H-C-P-A-C and C-I-N-C-P-A-C for P-O-L-A-D. The cable states, verbatim: "Department Army has no repeat no requirement justifying continuation E-L-I-N-T activities Taiwan and considers must withdraw 253rd Army Security Agency Detachment and its equipment for use elsewhere. Department Defense currently studying whether requirements other services justify continuations, these E-L-I-N-T activities by Air Force or Navy and will advise soonest." The cable then requests an assessment of political factors from the embassy: "In order to contribute to evaluation here of political factors involved in withdrawal 253rd would appreciate your assessment of (1) whether withdrawal of unit would result in voiding agreement on which its presence based and thus relieve U.S. from any legal obligation for further training; (2) degree to which negotiation Collins and status of forces agreements likely to be affected by withdrawal unit as scheduled (3) degree to which withdrawal this unit and termination training would increase Chinese pressure for participation other U.S. activities at Linkouw (4) any other political [one line redacted] factors which should be considered, bearing in mind desirability reducing total number Americans Taiwan wherever possible."
