This is Declassified. Today, we examine a declassified United States Air Force record concerning military assistance to Taiwan from August thirteenth, nineteen fifty-eight. The document, a cable from the Commander-in-Chief Pacific to the Chief of Naval Operations, dated August thirteenth, nineteen fifty-eight, begins: In furtherance my zero-seven-zero-four-three-six-zulu. Re alter active A. Believe U.S. forces must not contend by air-to-air action and penetration of continental coastal areas. However, all possible means should be taken to improve Chi-Nat photo reconnaissance capabilities so that they will be able to continue to carry on this vital function; otherwise, we can expect Chi-Nats to pass the buck to us. While action has been initiated to accelerate program for provision of R-F one hundred aircraft to Chi-Nats, re-had and delivery time such that optimistic estimate operational availability probably first quarter fiscal year sixty. While R-F one hundred desirable as interim aircraft until R-F one-zero-one available, unless delivery timing can be improved it provides no real answer to solution Chi-Nat photo-recon problem. The U.S.A.F. desires further to test operational suitability R-F one-zero-one. The funding and support problems are all recognized here but will be hard for the Chi-Nats to understand since they know that this aircraft is in use by U.S.A.F. Tactical Air Command and are aware of Dec four-five-seven “Mobile Zebra.” Reason we have given Chi-Nats for unavailability R-F one-zero-one's has been that none have been deployed operationally. However, that reason no longer valid upon completion current deployment “Flying Fish.” Recent Chi-Com deployments and accelerated air activity opposite Taiwan makes evident their determination stop Chi-Nat recon activity over mainland. With advent R-B five-seven-P operations October fifty-eight, we may regain temporary advantage but we may also expect acceleration of Chi-Com effort by use of improved interceptors. R-F one-zero-one appears only recon aircraft which can be expected survive against anticipated opposition and permit reasonable exploitation Chi-Nat recon potential. Therefore, recommend immediate initiation program train selected Chi-Nat pilots and maintenance personnel R-F one-zero-one and accept risk involved as well as impact on U.S.A.F. program by delivery three or four R-F one-zero-one aircraft to Chi-Nats A-S-A-P…
