This document was declassified and approved for public release by the C-I-A on August first, nineteen ninety-eight, under Executive Order twelve thousand nine hundred fifty-eight, Section three point four. It is part of a National Intelligence Survey volume focusing on Communist China. The document, titled "Subversion, N-I-S Series Number thirty-nine A, Volume twenty-one, Section fifty-seven," provides an overview of the political landscape. It states: "During their first decade of rule, the Chinese Communists have managed to create a strong and highly centralized government which has established effective control over the mainland of China. Through police-state domination and mass propaganda methods, the regime has largely eliminated both the means and will of the people currently to mount resistance activities capable of overthrowing its authority. The current pattern of subversive capabilities and trends has changed radically from the period immediately preceding the Chinese Communist rise to power. There are no longer any rival political parties backed by substantial military forces competing for control of the central government. The Government of the Republic of China (G-R-C) on Taiwan maintains a threatening posture, but no foreign power poses a threat to the central government as did the Japanese challenge of earlier years. Traditional foci of resistance efforts such as former Kuomintang (K-M-T) officials, local landlords, family associations, and Secret societies have been eliminated, banned, or replaced by mass organizations which serve now as instruments of state control. Although Peiping has occasionally modified objectionable features of its policies in response to popular opposition, it has nonetheless pushed forward relentlessly with its general program of imposing the Communist pattern on mainland China. Thus, the major type of opposition confronted by the Chinese Communists today is passive in nature and reflected, for the most part, in the growth of disillusionment, resentment, and disaffection among the population. Nevertheless, and despite an era of totalitarian rule extending back to nineteen forty-nine, the Chinese Communists are still compelled to cope with isolated instances of revolt, economic sabotage, and other forms of resistance. The Tibetan revolt of March nineteen fifty-nine was a case in point, and places in sharp focus the general question of the level and significance of the opposition, passive though it presently may be.
