Facts. As of July nineteen sixty‑one, a thorough examination of the intelligence needs and operational factors involved in the proposed overflight and reconnaissance of China mainland was submitted to the Special Group, which withheld approval for aerial photo reconnaissance at that time. 3. Discussion. Since that time there have been changes in the international situation that have produced a need for key‑hole photography on strategic targets in China, revealing extensive radar installations north of Liao‑Cheng in the missile fields of an order of magnitude comparable to that found at Kapustin Yar in the Soviet Union, and surface‑to‑air missile sites around Peiping. These intelligence findings support the thesis of the reference paper, namely that the information available for photographic analysis suggested that certain key strategic and industrial developments in major portions of the People’s Republic were previously unknown to us. They strongly support the thesis that it is imperative to obtain this photography before the development of defensive capabilities of the Soviet‑type becomes entrenched. 4. The presence of SAM sites near Peiping confirms this assessment. However, we do not have further evidence of S‑45 sites, and it was believed that the weather during the last quarter of the year would provide excellent conditions generally for photographic missions. 5. The Committee on Overhead Reconnaissance has recommended photo reconnaissance of the mainland in accordance with priority targets. 6. Recommendation. The Special Group is recommended to approve a series of overflights over Communist China, with priority given to the coastal region and Hainan Island to meet the intelligence needs arising from the Indochina crisis. 7.
