The outbreak of the Korean war, however, caused the President on June twenty-seventh, nineteen-fifty, to announce the neutrality of Taiwan, which involved orders to the Seventh Fleet to prevent attack on Taiwan and to see that the Chinese Government on Taiwan 'ceased all air and sea operations against the mainland'. In implementing this policy, the United States decided that Penghu should be regarded as having the same status as Taiwan but that United States armed forces should not be committed to the defense of the Nationalist-held islands immediately adjacent to the Chinese mainland, although the United States would impose no obstacles to efforts by the Chinese armed forces to defend these offshore island positions." "The first serious incident bearing on this United States position occurred when a Taipei newspaper reported that the Chinese Air Force had bombed more than one hundred and fifty Communist ships in the area of Quemoy Island, so as to frustrate an invasion attempt against that island. The Department, through Embassy Taipei, requested full information from the Chinese Foreign Office, which explained that the reason for the bombing was the concentration of Communist shipping in preparation for an invasion of Quemoy, after an earlier Communist landing attempt on a smaller nearby island had been repulsed. The Department considered the explanation unsatisfactory and the bombings to be outside the scope of 'defensive action', but it lodged no protest." "The new situation regarding Taiwan led to renewed military assistance to the Chinese National Government, following study of the possible political implications, but there appears to have been, in this connection, little, if any, political discussion with respect to the offshore islands.
