The summary reads: "The Shuang-ch'eng-tzu Missile Center (S-C-T-M-C) includes surface-to-surface missile (S-S-M) and surface-to-air missile (S-A-M) launch facilities, missile support facilities, and administrative and logistical support facilities. The S-S-M launch facilities, located in the northern part of the center, comprise three launch complexes (oriented west) with a total of five launch sites, associated with instrumentation, and a support area. The three launch complexes (labeled A, B, and C) have a total of two completed launch pads and probably three pads under construction. Complexes A and C have associated final checkout areas, and all three complexes are served by the S-S-M Assembly and Checkout Area. Room for expansion is almost unlimited to the north of the S-S-M launch facilities. The S-A-M launch facilities, in the central part of the S-C-T-M-C and oriented east, include two S-A-two launch areas (labeled A and B) an instrumentation network, and a support area. These facilities are served by the S-A-M Assembly and Checkout Area. (To date, only three deployed S-A-M sites have been identified in China — in the Peiping area — but no operational S-A-M support facility has been observed.)
