It carries the archive identifier CIA-RDP92B01090R002600100014-4. The document begins: Subject: Highest Priority National and Military Objectives in South and Central China and Hainan Island. One. This memorandum contains information on the question posed at the Special Group meeting of March fifteenth. The minutes of that meeting contained the following sentence: The question of another South China mission will await assessment of the results of the last [one line redacted]. Two. The previously [one line redacted] photographic mission [two lines redacted] was not covered. It is understood that [one line redacted] had been restricted by the Special Group to the area north of North Vietnam, roughly west of one hundred fourteen degrees east and south of thirty-one degrees north. Because of weather and other operational factors, many of the priority targets in this area were not satisfactorily covered, including significant stretches of rail lines serving North Vietnam and most of the border area. Accordingly, the purposes for which the [one line redacted] was approved were not met adequately. Those purposes were to provide the U.S. military with information essential for contingency planning and determination of logistical buildup of Communist China, vis-à-vis Southeast Asia. In terms of the original approval, another mission should be run. Tab A lists the requirements on which that mission was programmed with asterisks indicating those targets that have been considered adequately covered either by [one line redacted] which had not yet been reported at the time [one line redacted]. Three. Since [one line redacted] was run, another TACKLE mission for [one line redacted] has been accomplished. [one line redacted] did not cover any of the [one line redacted] targets within the area prescribed for the planning. However, it did cover targets east-northeast of that area which are relevant for military contingency planning and for an appraisal of Communist Chinese logistical buildup against Southeast Asia. Four. For planning purposes, C-O-M-O-R submits at Tab B recommended targets for additional TACKLE reconnaissance in South China.
