Summary. The Deputy Director of Intelligence, Central Intelligence Agency, reported on July sixteenth, nineteen sixty-two, that the results of the July twelfth photographic reconnaissance mission in the Taiwan Straits area indicated a military build-up had taken place. He also stated that most of the beaches immediately opposite the Taiwan Straits had been covered. We now have an adequate photographic coverage to permit a definitive judgment as to Chinese Communist intentions in the Taiwan Straits area. Findings. A military build-up did take place in the Taiwan Straits area. This photography shows in addition, however, that no new deployments appear to have been made since July twelfth, and the situation appears to have stabilized. It also indicates that there is no major concentration of landing craft or other evidence of Chinese Communist preparations for an amphibious attack on the offshore islands. It is also indicated that the Chinese Communist forces are not making adequate preparations for a full scale amphibious attack for which photographic reconnaissance at this time is sufficient for our purposes. This assessment is shared by other United States intelligence agencies, which are studying the matter in the Committee on Overhead Reconnaissance. Signed, S. Reimer, Deputy Director of Intelligence.
