The memorandum, titled "Action Memorandum No. A-one-six-one on Communist China", is addressed to the Executive Director and signed by Herbert Scoville, Junior, Deputy Director for Research. It states: "One. In response to your action memorandum, paragraph two-F, I am herewith submitting a memorandum (T-C-S-three-three-nine-three-six-three slash K-H) which is going forward to the Special Group for action. This memorandum answers the status of requirements for U-two coverage of Communist China at this time. Two. In addition, each K-H-seven mission is programmed to include coverage of China. Unfortunately, the mission just completed will not be productive because of malfunction. China will be programmed on the next mission for February. [four lines redacted under exemption B1] nineteen-sixty-two because of plane [redacted] and other problems, we have now returned to a regular schedule of two to three missions per month. As we know, the currently [redacted] over China [redacted] is one of the most valuable assets the United States has with regard to collection in this field. C-O-M-O-R [redacted] at least semi-[redacted] cooperation with [redacted] reviews requirements for [redacted] annually and has effective tasking procedures [redacted]."
