What did the declassified documents reveal?

This declassified Central Intelligence Agency record, dated March twenty-eighth, nineteen-sixty-three, details the photographic intelligence effort on China's atomic energy program. This document was released by the C-I-A under automatic declassification review in two-thousand-and-two. It carries the declassification authority I-P-A-R-C. It is an example of the routine intelligence assessments conducted by the United States government during the Cold War. The document, a memorandum, is addressed to the Director of the National Photographic Interpretation Center, or N-P-I-C, and the Chief of the Central Intelligence Agency’s Photographic Intelligence Division, P-I-D. It is titled "Information Concerning the P-I effort on the Chinese Atomic Energy Program." It states: "The following information has been compiled, at your request, reflecting the currently available photographic coverage of China, reports completed, and work currently in progress. Large Scale Aerial photography: In nineteen-sixty-two and to the present time in nineteen-sixty-three approximately thirty-five percent of China (including Tibet and Hainan) has been covered by large-scale aerial photography. Twenty-six missions have been accomplished since January nineteen-sixty-two. Attachment A. Immediate readouts (I-P-I-R or S-I-T-S-U-M) have been performed on all missions. Detailed scans (M-C-I’s) have been accomplished on twenty of the missions, representing approximately thirty-five percent of the Chinese land area. An M-C-I was not performed in several instances because of a short time interval between dates of comparative photo coverages or because of camera malfunction. K-H photography since August nineteen-sixty covers eighty-five to [redacted] percent of Communist China. Approximately forty percent of this coverage is obscured by scattered to heavy clouds. Twenty-three K-H missions have been accomplished during the period from August nineteen-sixty to December nineteen-sixty-two. Attachment B. Mission Coverage Indexes have been accomplished on sixteen (seventy percent) of these missions. It is estimated that approximately seventy-five percent of China has been scanned in some detail through accomplishment of M-C-I’s in these sixteen missions. Reports Completed: The following number of detailed reports, arranged by category, have been produced since January first, nineteen-sixty (not including I-P-I-Rs, M-C-I’s or M-C-P’s): N-P-I-C Guided Missiles, ten; Nuclear Energy, ten.
