Concerning the Sino-Indian border conflict, the document states, "After making a study of the Sino-Indian border conflict, in an eight November message, C-I-N-C-P-A-C submitted to the J-C-S several recommendations for a U.S. course of action. Noting that Tibetan guerrilla remnants were left behind Red Chinese lines after Red China suppressed an uprising in Tibet in nineteen-fifty-nine, C-I-N-C-P-A-C suggested there was a good chance the Tibetans could interdict roads and bridges, and otherwise seriously harass the Red Chinese military effort if these potential resistance fighters could be reinforced in Tibet and furnished with arms and demolition materials.
