The document, an airgram designated A-227, from the Department of State to the U.S. Embassy in Taipei, subject: Current Status of G-R-C Return to Mainland Program, begins: Despite President Chiang's bold declaration last February that the G-R-C would counterattack the mainland in nineteen-sixty-three, the G-R-C's mainland recovery program seems to be in the doldrums. The typhoon season is drawing to an end and a favorable period for amphibious action across the straits is approaching -- yet there is no significant evidence that the G-R-C is readying itself for the big push. On the contrary, the man in charge of coordinating mainland operations, Chiang Ching-kuo, is about to leave for a two weeks' tour of the United States, the Commander-in-Chief of the Chinese Army is currently visiting there, and the Vice President/Premier is on extended leave of absence in central Taiwan. During the first two months of Ambassador Wright's service here the President has not raised with him the question of the United States attitude toward mainland recovery nor has the G-R-C in recent months through any other channel renewed its efforts to obtain U.S. support or approval. In fact, the subject has rarely been touched on in official conversations for several months. The most recent authoritative statement of G-R-C intentions toward the mainland appeared in the August twenty-fifth New York Herald Tribune report of Arnold Beichman's interview with President Chiang. The Embassy has not yet seen the full text, but the summary published here reiterates the President's well-known views, with no perceptible note of urgency and no suggestion that action is imminent. As a result of its special [three lines redacted] program and other measures, the G-R-C is [one line redacted] more ready for an amphibious operation than it was a year ago. For example, the [one line redacted] construction we have reported on since last [one line redacted] have been completed—and were inspected August ninth by U.S. and G-R-C officers,—yet reports on special training, maneuvers, logistic preparations and all the many other indications that would have to precede by many weeks a large-scale operation are lacking. Instead of being engaged in this type of preparation, units are busy…
