It concludes: "That some action is considered by GRC as at least psychologically necessary is demonstrated by President Chiang's July twenty-second United Nations Week message in which he described GRC guerrilla raids as heralding commencement of 'our nation's recovery and salvation.' Stories of mainland unrest and uprisings also continue to appear. However, to date no concerted press campaign calling for [four lines redacted under exemption B1]."
