What did the declassified documents reveal?

Declassified brings you a Secret cable from the American Embassy in Taipei, dated July twenty-eighth, nineteen sixty-four, discussing setbacks to Taiwanese military operations. This document highlights a critical moment in the Republic of China's strategy against mainland China. This document was released under the Freedom of Information Act and is available to the public through archive dot org, cataloged as US Intelligence on China CI01621. Its declassification authority is not specified on the public record, but it became available as part of a larger release of intelligence documents on China. The cable, addressed to the Secretary of State, Washington, D. C., and information copied to CINCPAC, Honolulu, and the American Consulate in Hong Kong, is marked Secret. It states: "GRC Commando raid strategy suffered most serious setback to date when all four mother-boats intercepted, July eleventh and July twelfth, and approximately one hundred fifty-one men presumed lost. According to Yeh Hsiang Chih, IBMND lift capability for maritime operations reduced by two-thirds. Yeh stated IBMND had canceled raids for immediate future in order seek new techniques and equipment." The document continues: "Six of eight GRC maritime operations that reached mainland during first half nineteen sixty-four were failures and other two only of questionable success. This unencouraging record combined with losses this month may result in GRC de-emphasis of small scale commando raids and search for still other alternatives to maintain engagement with ChiComs. Reports and speeches to annual GRC military conference which is to be held July twenty-ninth to August seventh may indicate direction of new tactics." It concludes: "That some action is considered by GRC as at least psychologically necessary is demonstrated by President Chiang's July twenty-second United Nations Week message in which he described GRC guerrilla raids as heralding commencement of 'our nation's recovery and salvation.' Stories of mainland unrest and uprisings also continue to appear. However, to date no concerted press campaign calling for [four lines redacted under exemption B1]." This is what the public record looks like at its most ordinary.
