The document, titled "Briefing Paper for Mr. Fearey's Trip to Taiwan, October 5-October 7, 1964," opens: "There are some G-R-C commando operations against the mainland were suspended in early summer following decisive setbacks as a result of effective Chinese counter actions. There are now signs of preparation and reports of renewed operations [redacted]. The October tenth Double Ten Day celebrations, and Chiang Kai-shek's birthday October thirty-first, are traditional times for such activities against the mainland [redacted]. Equipment used in those raids is generally G-R-C supported, the U.S. does not participate, and we are generally informed only after the operation takes place. The recent rushed completion of an air strip on the Pratas Reef (located just to north of direct line, and almost midway between Hong Kong and Manila) continues to be a mystery of some concern. The G-R-C has with straight face explained the strip and related storage facilities, almost as big as the reef itself, as being for the purpose of evacuating the reef in an emergency. The air strip will greatly facilitate any G-R-C intervention in S-E-A [redacted]. There have been a number of recent indications [redacted] that K-M-T irregulars in the Thai-Burma-Laos border area are preparing for or are already engaged in increased military activity. The Department has advised the posts concerned of its opposition to such a development and Taipei has been instructed to make this known to the G-R-C. Taipei, however, apparently feels that it is in an embarrassing position, having been told several times by General Chiang Ching-kuo that the G-R-C has decided not to aid the irregulars. Nevertheless, the Ambassador has been asked to seek an appropriate opportunity to reiterate to President Chiang our concern about developments in this problem area (Deptel, 210 of 9/16 EXDIS). In discussing these operations it is important to keep in mind the distinction between clandestine intelligence operations and pure military operations. The intelligence operations can provide information on Chinese operations and intentions in S-E-A. This information is important in the U.S. national interest. Paramilitary operations including sabotage, are, on the other hand, likely to upset the delicate balance in that part of S-E-A, to further cloud U.S.-Chinese relations, and to offer a pretext for further Chinese encroachment into Northern Burma."
