Its declassification was authorized by Executive Order twelve thousand nine hundred fifty-eight. The memorandum includes a section titled "Republic of China, December eighteenth, nineteen-sixty-four." Quote, "GRC Ambassadors Meet With I-O on Chinese Representation. Ambassador Tsiang and Ambassador Ch'en Hsiung-fei, GRC Ambassador to Belgium, met with Mr. Sisco December seventeenth to discuss Chinese representation problems. Tsiang noted that some friendly African countries appeared to be more pessimistic about the coming U-N-G-A Chirep vote than was warranted and requested that we have our posts in Africa attempt to counter this impression. Mr. Sisco replied that the Department had received no reports from Africa indicating that some countries were overly pessimistic but that, in any event, we agreed that it would be beneficial to circularize our posts in the manner indicated by the Ambassador. Ambassador Ch'en then stated that there were fifteen countries which appeared to require special efforts and asked that the U.S. exert greater persuasion on these. Ch'en then discussed ten of the fifteen with Mr. Sisco, who outlined the extensive efforts which the U.S. was making to solicit support from doubtful countries at all times and in whatever way possible. Countries specifically discussed were Senegal, Dahomey, Chad, Cameroon, Mauritania, Sierra Leone, Togo, Trinidad-Tobago, Tunisia, and Kuwait. Ambassador Ch'en asked for our views on the Irish Foreign Minister's proposal in the G. A. General Debate for effecting a two-China settlement in the U.N. Mr. Sisco replied that sources in the Irish Foreign Office appeared to be as surprised as we were by this initiative, and that these sources indicated that if there was little response at the U.N., it was likely that it would be dropped." Quote, "Rosen Passport Validation. Minister Shen and Counsellor Cheng called on Mr. Green Tuesday to express concern at reports that the validation of passports for an ear surgeon, Dr. Rosen, and his wife for travel to Communist China represented a modification of the ban on travel to Communist China. Mr. Green denied the reports. He said that there had been exceptions to our travel policy in the past, and other exceptions would be made from time to time.
