What did the declassified documents reveal?

Declassified presents a Photographic Intelligence Report from the National Photographic Interpretation Center, a Central Intelligence Agency component, regarding the Shang-hai Naval Base and Shipyard, Kiangnan Dock Company, Shang-hai, China, dated April nineteen-sixty-five. This record is notable for its detailed analysis of Chinese naval capabilities during the Cold War. This document was released to the public under Freedom of Information Act case F-two-thousand-and-one-zero-zero-zero-five-eight-two-seven, declassified on May tenth, two thousand, by the Central Intelligence Agency. It is accessible via documents-two-dot-the-blackvault-dot-com. Its transmission or revelation of its contents to or receipt by an unauthorized person is prohibited by law." The report introduces the "Kiangnan Dock Company, Shang-hai Naval Base and Shipyard": "This report is one of a series describing Chinese Communist shipyards and ports as observed on photographic coverage. This installation is located in Shang-hai, China, a complex on the south bank of the Huang-pu River. Facilities include eleven building ways, three graving docks, three launching ways, and two support areas. The shipyard is organized into three functional and two support areas. The largest area occupies the north bank of the river, with a one thousand by two hundred-foot quay extending along the river. Immediately behind it, the centrally located building and repair area is characterized by a five-story office building, a one-story fabrication and storage building on the west, and a wood-working shop on the east. The administration and fitting out areas occupy the north-central part of the complex, and a small repair facility is on the west. Activity at the shipyard considerably increased during nineteen-sixty-four. Construction of two W-class submarines began during this period, utilizing four of eight prefabricated sections observed on imagery, located at the head of a building way. The remaining four prefabricated sections indicate another W-class submarine was probably started subsequent to the coverage. [Four lines redacted under exemption B1]." A table on page two, titled "Table one, Vessels (Keyed to Figure two)," lists observed vessels and their status. Entries include: "Two W-class S-S Extensive repair; U-S L-S-M-one-class Repair; Probable O-P-F Repair; Probable U-S M-S-C Repair; Two M-S-C Repair; Probable L-S-T (on quay) Repair; Floating crane Jib Repair; Two U-I vessels (partial coverage) Repair; Probable merchant Approximately four hundred feet U-C; U-I vessel One hundred forty-five by twenty-three feet U-A-L…
