It represents a routine intelligence assessment, now made public through a declassification review. The document is titled, "Photographic Interpretation Report, Wu-chang Shipyard, Wu-han Complex, China." It begins: "Warning: This document contains information affecting the national defense of the United States, within the meaning of Title eighteen, sections seven-ninety-three and seven-ninety-four, of the U.S. Code, as amended. Its transmission or revelation of its contents to or receipt by an unauthorized person is prohibited by law." "Introduction: This report is one of a series describing Chinese Communist shipyards and ports as observed on aerial photography. The Wu-chang Shipyard is located in the Wu-han complex in the southern section of the city of Wu-chang at the confluence of the Hsun-ssu Ho (River) and the Chang Chiang (Yangtze River) at thirty degrees, thirty-two minutes North, one-hundred-fourteen degrees, seventeen minutes East (Figure one). Facilities, Table one, (Figure two) at this shipyard include five building ways, nine building ways/repairways, a transverse launching system, eight fitting-out barges, six jib cranes, one hammerhead crane, at least two automotive cranes, one floating jib crane, and one floating shearlegs crane." "Between [redacted] a five-hundred-ten by one-hundred-foot covered building way and a three-hundred-fifty-five by ninety-five-foot fabrication-type building were constructed. One minor building was removed during this period. The shipyard is divided into two areas. Area I, in the western section of the yard, contains two foundries, two possible foundries, five fabrication buildings, two light fabrication buildings, an assembly building, associated buildings, steel plate in open storage, and a probable housing area, and is engaged in the construction of new ships. Area II, in the eastern section of the yard, has wood in open storage, and is utilized for the repair of older vessels and probably minor surface [redacted] the construction of vessels. The yard's launching system is of the Soviet style and consists of a transverser platform, a transverser, a sectional launching cradle, and a marine railway. From either the building ways or building ways/repairways, a vessel may be moved longitudinally onto the transverser and then laterally along the platform to a point in line with the launching cradle where it is transferred to the cradle…
