Confidential. “Latest traveller reports from Canton indicate large numbers of Red Guards pouring into the city from various parts of China. No widespread rioting is reported, but reliable sources describe small‑scale violence associated with the Red Guard takeover of the main Canton newspaper on January eight. The atmosphere in Canton is very tense because of systematic attacks against former South (R.S.) China officials and their protégés, some of whom have already been purged. The situation is unprecedented and unpredictable in Canton and its proximity to Macau. Urgently request that the Agency not report or beam any news of the Macau crisis to the mainland until a final resolution is firmly and officially announced by both sides. Mainland media are in disarray, but so far they have given no attention to Macau as can be determined from monitoring here.
