Ambassador Liu’s speech and President Chiang’s Double Ten, New Year’s Day, and Freedom Day messages all muted the military aspect of the Republic of China policy of “national recovery.” The word filters down: the Republic of China has apparently found it difficult to switch smoothly from the time‑honored “counterattack” propaganda line to a new approach which emphasizes cultural, moral, and historical aspects of the Republic’s aspirations. Ambassador Chou Shu‑K’ai’s recent embarrassment is a good example of this. He reportedly said in Washington on January nineteenth that the Republic was preparing for “counterattack” by January nineteenth, however, he was instead using President Chiang’s New Year’s Day thesis that the Republic’s return to the mainland was primarily a political, not a military, matter. The Republic’s ambassador to Manila apparently made a similar shift in public statements at about the same time.
