Until now, approximately seventy‑five percent of the GRC ground force strength has been based on Taiwan, about fifteen percent on the offshore island of Kinmen, and about four percent each on Matsu and the Penghu. The replacement of the twenty‑seventh Infantry Division in the Penghu with the First Marine Division will add one thousand troops to the Penghu’s current strength of twenty‑zero‑six‑twenty‑five men. The First Marine Division is considered by the Military Assistance Advisory Group to be the GRC’s only combat‑effective infantry division. The GRC justifies this move as part of President Chiang Kai‑shek’s recently adopted program of dispersing troops to make them less vulnerable to Chinese Communist nuclear attack; as an improvement in the division’s ability to conduct counter‑landings against Taiwan or the offshore islands; as a lightening of the Chinese Army’s burden of garrison duty in the Penghu; and as a means of relieving the demands on inadequate logistic and training facilities on Taiwan. The MAAG has also heard that the GRC is concerned that the First Marine Division has become too comfortably established at its barracks in Tsoying. In the future, the GRC plans to rotate the First and Second Marine Divisions between Tsoying and the Penghu. The MAAG has advised strongly against the proposed redeployment, but the GRC is determined to proceed with its plans.
