The Department is aware that the GRC feels obliged, in order to sustain the credibility of its mainland recovery goal, to present a public image of being actively engaged in hastening the downfall of the Chinese Communist regime. In doing so, however, the GRC runs the risk of sending the wrong signal to other allied governments, which are immediately concerned and, possibly, to Peking as well. The Embassy in Taipei – PRIORITY – The situation on the mainland tempts the GRC to try to intervene directly to establish a foothold in the coastal area of Kiangsu and Fukien in the hope of rallying anti‑Peking forces. Sato’s concern apparently arose from the fact that, notwithstanding his counsel of prudence to Chiang during the Taipei visit, the Office of the Secretary General, Chang Chun, while in Tokyo for the Yoshida funeral, again sounded a counter‑attack theme in conversations with Japanese leaders. Sato was sufficiently disturbed by the GRC posture to recommend to the President that the United States send a special envoy to Taipei to investigate the situation and urge prudence on Chiang. We, the Embassy and Country Team, have this question under close scrutiny: the most recent assessments of GRC intentions and capabilities continue to be clearly negative (Reference C, paragraph four and Reference D). Sato may have misread the situation. We do not feel, however, that we can dismiss his concerns.
