As in the past, small‑scale paramilitary or air operations could be launched without prior United States knowledge. The November plenum of the ninth Kuomintang Central Committee did not fundamentally alter the GRC’s position vis‑à‑vis the mainland. Resolutions adopted generally call for the strengthening of the Taiwan economy, revamping personnel policies, rejuvenating government‑organ structures, and enhancing the party’s position on Taiwan. Reference to mainland recovery during the plenum emphasized the seventy‑percent political, thirty‑percent military formula first espoused by President Chiang in his double‑ten speech last year. The most militant proposals emerging from the plenum called for the formation of the “Anti‑Communist National Salvation United Front.” However, the twelve principles set forth for the United Front concern themselves generally with social, economic, cultural, and political activities after the mainland has been recovered. Use of military means to secure the intended ends is mentioned only in passing and armed struggle is given no emphasis. Local press has given considerable publicity to the party’s resolutions, which concentrate on economic development of Taiwan. We know privately that public announcements concentrate on economic development of Taiwan. In this case, closely following the thinking of the GRC hierarchy, planning for return to the mainland continues, but on a reduced scale and with reduced fervor.
