He said he thought that British intelligence might have additional information about the situation in Tibet. He suggested that the United States should intensify intelligence operations in Tibet, in order to see how best to help the Tibetans attain independence. 3. Chiang Ching‑kuo moved to the present serious situation in Kwangtung province. He said this province seems to contain more military elements that are anti‑Mao than most other areas, and it is also the province in which the G R C has the most underground agents.
