Top officials of the National Defense Science and Technological Commission and the Academy of Sciences have come under political attack, and there have been cases of suicide by heads of scientific institutes. In a January nineteenth, nineteen sixty‑eight speech to representatives of national defense industries, research institutes, and schools, Premier Zhou En‑lai deplored the damage factional strife was causing in military programs. Zhou said that industrial elements were exceptionally disorganized and had ‘fought for four years and two half‑years.’ He named two Red Guard groups identified as contending factions in the Seventh Ministry of Machine Building, which oversees missiles, and said their ministry had been particularly chaotic. We have had difficulty in establishing how serious these disruptions may have been. On the one hand, extraction work, missile launches, and nuclear testing have continued throughout the Cultural Revolution.
