What did the declassified documents reveal?

This is a declassified Central Intelligence Agency scientific intelligence digest concerning China’s nuclear energy program and the Cultural Revolution, dated May nineteen sixty‑eight, released under the agency’s Top Secret classification. The document is notable because it offers an internal assessment of how the political upheaval of the Cultural Revolution intersected with China’s early nuclear weapons development. The record was made public through a Freedom of Information Act request, identified in the case file as the request for CIA scientific intelligence on China, and was released in August two thousand six. The declassification authority was the CIA’s Office of Information Management, and the full text is available from the Black Vault archive at the URL https://archive.org/download/us-china-intel-CI01864/CI01864djvu.txt. The document begins with a header indicating it is a Scientific Intelligence Digest produced solely by the Central Intelligence Agency, prepared by the Office of Scientific Intelligence and the Foreign Missile and Space Analysis Center, and coordinated with the Offices of Strategic Research, Current Intelligence, Economic Research, Basic and Geographic Intelligence, and Research and Development. The document records that in nineteen sixty‑seven the Second Ministry, along with other defense industries, was placed under military control. The discussion section follows, outlining that since the beginning of the Cultural Revolution in late nineteen sixty‑five, the Chinese have conducted five of their seven nuclear tests, four of which were thermonuclear devices. The one fission device was probably missile‑delivered. The digest observes that the ability to conduct these tests during a period of internal political disruption suggests that the nuclear weapons program has remained relatively untouched by the Cultural…
