THERE HAVE BEEN SIMILAR RECENT EXPRESSIONS OF CONCERN ABOUT OFFSHORES BY PRESIDENT CHIANG TO RETIRING CINCPAC ADMIRAL SHARPS ON JUNE TWENTY (TAIPEI 3467 AND 3612) AND TO ME ON JUNE TWENTY‑FIVE (TAIPEI 3513 AND 3554). IN ADDITION, DEFENSE MINISTER’S CONVERSATION WITH VICE ADMIRAL JOHN LO CHEW ON JULY (TAIPEI 3592) AND JULY EIGHT CONVERSATION OF REFERENCE TAIPING 3641. DEFENSE MINISTER WITH VICE ADMIRAL CHEW EXPRESSING ANXIETY ABOUT POSSIBLE NEW CHICOM AGGRESSIVE MOVES, INCLUDING SUGGESTION THAT REVISION OF PLAN ROCHESTER SHOULD HAVE AN ANNEX TO COVER CONTINGENCY OF POSSIBLE COMBINED DEFENSE OF OFFSHORE ISLANDS. IN EVENT US SHOULD FIND SUCH DEFENSE RELATED TO DEFENSE OF TAIWAN AND PENGHU. THIS HIGH‑LEVEL WORRY ABOUT POSSIBLE CHICOM ATTACK ON OFFSHORES IS GRC’S OWN ADMISSION NOT BASED ON HARD EVIDENCE OF CHICOM PLANS OR PREPARATIONS, BUT ONLY ON GRC’S ESTIMATE. DEPARTMENT OF STATE TELEGRAM: LEADERSHIP’S UNDERSTANDING OF CHINESE COMMUNIST LEADERSHIP’S TACTICS, MOTIVATIONS, AND PSYCHOLOGY AS APPLIED TO CURRENT INTERNATIONAL SITUATION. THIS ANXIETY HAS BEEN EMERGED ONLY BY PRIVATE STATEMENTS OF PRESIDENT CHIANG AND FORMED TO TOP US OFFICIALS. THERE HAS BEEN NO EVIDENCE OF GENERAL CONCERN ON THIS TOPIC AT LOWER LEVELS IN THE GRC. PRESIDENT CHIANG HAS PROBABLY HIMSELF INITIATED A GREAT DEAL OF THIS CONCERN BY REACTION TO JACK ANDERSON ARTICLES OF FEBRUARY‑MARCH AND THE NEW YORK TIMES EDITORIAL OF JUNE TWENTY‑SIX. ANALYSTS SUGGEST THAT THE COMMUNISTS MAY BE EMBOLDENED TO STRIKE BY ABSENCE OF US REFUTATION OF THESE EDITORIALS, INTER
